SchoolPost: Self-service suppression lists

Email addresses can sometimes fail to receive messages - this might be because their inbox is full or there is a problem at the mail provider. At the moment, we sometimes need the support team to manually adjust things to allow previously-failed email addresses to receive emails, but we plan to allow users to do this directly. This will also give schools more visibility of failed emails, which should enable them to follow up and improve the accuracy of their data.
